This isn't iOS it's MacOS. iOS doesn't support web push notifications to my knowledge. But Google Chrome shouldn't work differently for different devices.A short googling shows that iOS devices seem to have trouble with the Push notifications.
You can give me your useragent and i can try to ask xenforo devs whats up with it.

@Remocracy @rdn from what I see on the xenforo forum, push notifications weren't supported on Apple devices for a long time (see here) since it just wasn't supported in Safari. But this was changed a few months ago (see also here), which means @Remocracy's devices are probably just too old to support it or Xenforo still needs "adjustments before it will work"Both of these are Chrome on MacOS. I have never had problems with multi-device notifications from Reddit, Instagram, etc. Only this website doesn't work.
Also this literally doesn't make a difference. Chrome on Windows and Chrome on Mac use the same underlying codebase. There should not be too many differences between them.

If this were true then I never would have been able to setup push notifications on the first device. The only difference I can think of is that the first device is on MacOS 13 while the second device is on MacOS 12.

But your link is talking about Safari on MacOS. Chrome on MacOS supports the Push API and has so for a long time. I have been getting Chrome push notifications from Reddit since Day 1 of owning this device.You found it out after all. It either really is some website problem because it didn't register your subscription (it doesn't work that way tho, it's your device making requests to a feed), or it's some change in macOS 13
The question now is just if you still get push notifications on your device with macOS 12. And are you super sure chrome didn't update on that device since macOS 13 was released?
