Quite the premise. The world has ended, but inside, that one second goes on forever. I remember reading something like this a long time ago. Near the theoretical end of the universe, a civilization could feasibly live near a black hole and somehow stretch out time with the ever diminishing energy.

Issac Arthur does a lot of videos on different ways civilizations could stave off the inevitable. Its a series of videos called "Civilizations at the end of time". I believe the one on Black Hole farming is closest to what you are referring to.
