Make rule numbers in the "Rules" page be searchable

The numbers are not formatted as text on the page but as images, so I can't quickly search for a given rule based on the number.

It's actually text and not images. What's preventing it from being selectable/searchable is that they're pseudo elements, which is an easy way to create numbered lists automatically with css. So to change that they have to do away with pure css solution and go do it manually or with js.
