I wouldn't be surprised if there were 'special exceptions' (tho apparently you can work after middle school and not go to high school in JP but i imagine it'd be hard to do a 'career' versus part time jobs), or just animanga logic , like how Yui in Yuru Yuri is like 13-14 and lives "on her own"

Also, it seems they're in a smaller town, so things are probably a bit more lax than say... Tokyo or other bigger cities...
