there is an ocean-facing routenburo onsen in Shirahama in Wakayama prefecture i've been to that's almost exactly like this...pretty sure that's the place being depicted or at least inspired this manga ver... even the male bath being on the left side

then again, japan probably has dozens of other ocean-facing onsen i've yet to visit.
