First thing first this is an absurdity manga, based on an absurd concept.
Is nothing to be overanalized. Second, the plot point is that in that world big boobs determine the status of women.

You're missing a point, tho. Nowhere in the story they said big boobs = strength. It's about status, not physical strength. Which is also sorta true in the real world. As in, more developed, better-looking specimen (of any gender and species) usually means they have better conditions for growth, like better territory with more prey, better diet etc. In that regard, this is pretty plausible concept as in a woman with big boobs means she gets a lot of food (doesn't starve), and probably is wealthy enough so she doesn't have to work physically, and can spend her time and resources on beauty products, and will have more food for the babies, as opposed to those born in poor families, who don't have as good diet, have to work physically, and can't afford to spend their time and money on making themselves look pretty.

Then why is every ninja, bandit, gangleader and so on that are facing the MC have large breasts and are facing this woman who can cut breasts?

Why aren't they sending the most flat-chested female assassins?
Why are the female assassins running away after their boobs gets breast reduction? Is the fight over? Did they lose the nerve? Lost limbs or something?

I understand that it's a joke. I get it. I get it. I GET IT! But I am just asking some questions...
I imagine that if male assissins are sent, she cuts down men's pearls or something.

I just compare it to height because imagine is you face a giant and your sword slices cuts down their height until they are knee high or something.
