because he never saw what he did as charity, in novel its stated Kunai only saw the world from his own lens(his game world) that way he kind of detected from this Isekai world example when Kunai take Hart back to his territory and building bath house, from his perspective its only some spare SP not better than dirt but for Hart and his people its pretty much greatest blessing they could have (frozen land with hardly any water and how poor their people are) this also what happened with Rabbi Village
more importantly this also what happened with Overload except in Overload Ainz subordinate is 98% evil so the result almost always end up in tragic situation compared to Kunai subordinate who 50-50 in evil, heck some of them pretty much just neutral (kondo and Tahara) or good girl (show up in next chapter) there also Kunai Restrain to Yuu to not go full evil this time

But based on this chapter, it seems like he was actually a local?
It's just that the joke is his name happened to be Weeb and had some characteristics of typical otaku?

yeah he local about his name, do you realize how many stupid name of people or city in this series have ? like EndJoy or Buttersauce or DonaDona or Shrimp, so yeah Weeb pretty much his name also one other joke is his nickname is White Comet and his rival (the one aiming for hero BOX) had nickname of Red Devil
