Despite being a hopeless scumbag, the other vice city lord actually contributed to the city defence by delaying Yang Kai's exit until it was impossible to go anymore. If Yang Kai & Xiao Qi had left, the the pure heart jade idea and the stockpile of pure heart jade from the mine would have also left with them. So, all in all, the city was served well by Drunkard and Scumbag vice city lord. Quite a circus.
