The dragons themselves probably don't even refine the flowers into pills, thus wasting much of the potency. Otherwise Fu Ling wouldn't have been carrying around flowers but pills. The flowers will slowly lose effect, whereas the pills will maintain their strength far longer. Pills with high quality pill veins will stay good forever or even get better by absorbing world force.
