I don't think he'll ever regret it. But it's already painfully obvious that the author contrived this. It's such a let down, the story would've been just fine even if he straight promoted to 7th rank. Reading this chapter made me so bitter I almost broke my semicolon. I guarantee that the next hundreds of chapters will be hard to read, as he'll have resigned to being 8th rank in the future, probably only to discover a method to promote to 9th rank when he reaches his limit.

Considering the trope, it's also possible that all others will reach 9th rank before he does... but that's just conjecture for now.
