Back when the other dragon turned itself really tiny, Yang Kai mentioned he needs to learn that dragon secret technique, to change his size. However, in this chapter he clearly wasn't 15km long, which is his natural size. It's a totally bonkers natural size, but that's what the chapter back then said, so it is what it is. In this chapter he was maybe 50m long. At some point, without an explanation, between the chapters, he had a chance to develop the technique on his own. Maybe during the 10 years trip to the Great Beginning Restriction?
