This is a pretty ridiculous arrangement, all in all, but at the same time, it also feels weirdly realistic. The ink clan occupies most of the 3000 worlds, so you could say they are still holding the upper hand in the overall situation, yet at the same time, they can do nothing to handle someone like Yang Kai. So, apart from it hurting their pride, the ink clan is merely accepting Yang Kai's demands, while they are patiently waiting for the great restriction to collapse. If it collapses, the ink clan wins automatically. So, despite paying a heavy tribute to the human race, it's still beneficial for the ink clan to maintain the status quo.

That being said, the ink clan seems to be trusting quite heavily in either the ink spiritual god gaining its freedom or the great restriction to collapse before the human race can produce a few new ninth rank powerhouses, who could annihilate all of the ink clan outside of the great restriction. Even that much worse alternative naturally wouldn't necessarily mean the ink clan would lose for good, as the great restriction collapsing would still give the victory to the ink clan, no matter how many ninth rank cultivators the human managed to produce.

For the time being, the ink clan seemingly can't even imagine the ink source itself getting defeated, which is Yang Kai's ultimate goal.
