For a event that was said to have no rules those elders sure put up alot of random restrictions on the protagonist.
They stated there are no rules aside from the ones strictly restricting the use of blood warriors. Immediately when the war started, the Yang brothers, especially Kai, actually started to stretch the rules binding the blood warriors. Originally they were only supposed to defend the brothers, nothing else. However, soon they were mysteriously also defending flags and creating diversions. They were even fighting other blood warriors, even though that's obviously not needed because they aren't supposed to attack, unless to defend themselves.

The old devil was allowed to stay, for the duration of the inheritance war, so there's nothing to see there. Once the war is over, they don't want to see a devil path old monster in the capital.

I actually think it's reasonable to take the extra blood warriors away from Yang Kai. The elder explained it well enough. Yang family isn't supposed to participate in the war too much, aside from the brothers themselves. The blood warriors are an internal force of the Yang family, so having them participate goes against the idea of the war. A few of them were just allowed in to make sure none of the brothers die accidentally. They were never meant to be a strategic asset for victory.
