It's funny that the other kingdoms are probably thinking Ishtalica is just a simple hermit kingdom, they can push around just because Ishtalica's philosophy/political policy is assured non-aggression, making them think they can pull stuff off without consequences.
This is also true in real world as well.
In international relationship, a governing body of a country would always target another country during trade deals or conferences, especially if the other party follows the non-aggression polices.
Which is why, old weak countries are now powerful, while old strong countries are weak currently. Because the other weak countries exploited the non-aggression stance of the stronger country and made them weaker.

Its the first prince's scheme, in the previous chapters, Claune's mom mentions that the first prince sent back the people of ishtalica with miasma containing magic tools
Spoilers? Will they just let the First Prince off scot free? Normally such an action against another country would be seen as a declaration of war...

this i don't know but given how Ishtalica is, probably not, they'll need solid proof that it was the first prince who did it tho, since they did drop off some of the people before the meeting occurred and what's left in hyme are still people under the first prince

it would be, if they had proof which as of chapter 62 they probably won't have yet since they'd be resolving the problem and I'm guessing they can make an impact scene that would last a quarter of another chapter making the thing fully resolved in 64 then the investigation will most likely take place after

for the first prince, I don't remember if he was punished specifically by Heim. He won't get away without comeuppance though. They'll eventually go to war and much of the 'problems' of Heim will die in it. Ain even fights his father and brother. Even when his son cuts him down, he'll still bitch and belittle him for not being born with a sword skill.
