This is also true in real world as well.It's funny that the other kingdoms are probably thinking Ishtalica is just a simple hermit kingdom, they can push around just because Ishtalica's philosophy/political policy is assured non-aggression, making them think they can pull stuff off without consequences.

In international relationship, a governing body of a country would always target another country during trade deals or conferences, especially if the other party follows the non-aggression polices.
Which is why, old weak countries are now powerful, while old strong countries are weak currently. Because the other weak countries exploited the non-aggression stance of the stronger country and make them weaker.
