And while "Neon Morpha" almost seems a bit wacky for the rest of the tone, she does live in the Tropicana-fish kingdom, so... maybe it is specifically "Neon."
But her last name is plainly

Murphy.

From the raws her name is ネオン・モルファ, while Murphy is マーフィー.
Neon is written the same as Neon, and Morpha is written the same as Morphan, but without the N at the end, so it could be an intentional reference to the Benzomorphan class of drugs, or just some wacky name the author threw together
