Crackpot theory: The killer is several versions of their son from different parallel timelines. Somehow, the son inherited an even more aggressive/powerful/uncontrollable version of the time travel disease, to the point where it's impossible for him to live anything resembling a normal life. So many versions of him have banded together to solve their problem the only way they can, by killing every version of Meguru in the past, to prevent their birth.
or a person with his time travel ability who wants him to enter a death loop thus permanently dead, leading to the only time traveler being the mysterious antagonist.
Could be there are many time travelers, and the only way to lower the butterfly effect is by killing other time travelers since they worsen the butterfy effect.
