She's living at home and her mom's paying for her college, probably, so her mom has some right. (Although not exactly to quit on her behalf, as is pointed out in the chapter.) Most of all, Pero's working at a cosplay massage parlor in what is probably a nightlife district? Comet Bug happens to not be sketchy but IRL it very much would be. I think most parents would balk at that choice of part time job.
As harsh as it was, I think it's nice her boss goes out of his way to mention that while her mom technically doesn't have the right to make that decision for Pero as she is an adult, the reality is a bit more complex. Pero has to decide to listen to her mom or try to live independently. Is it better to put up with all that parental pressure until she's through with college and has a degree? Or is it mentally healthier to give her all to the job that she loves? But if she does that, how long can she really continue to be a cute maid? What if the masters continue to take a psychological toll on her as she becomes invested in them?
