You would think she's be licensed as a law enforcement officer or soldier or something, which would provide her with legal protection from stuff like this. Police in particular could do something like this and stay out of jail at least, even though they'd probably lose their job, their pay, and get sued for a large amount of money.

Really depends on the country. In some places superhero activity would be covered by good samaritan laws and wouldn't need to be part of the government.

It is her fault. People hate weakness and apologizing is a form of weakness. The key is never admitting any wrong doing.

She should have changed the narrative and blamed the victims

Applying common law here would be the dumbest thing humanity could do. She is basically the ONLY line of defense against this threat and animes/mangas are mainly designed, that magical girls are the only ones being able to destroy these "alien" threats. They basically destroyed their line of defence and instead of 100, all of living beings within a distance of the monsters reach die. Make this number from 100k to basically all of humanity.

Even if its the girls fault, if humanity acts this way, they should all perish, because they are dumb.

Even in common law, I don't think you'll get arrested if you shoot back at a mass shooter and it somehow hit an explosive which kills people.
