considering South Korea is a dystopian hellscape where corporations rule almost uncontested, inequality keeps growing, there's almost no welfare, the public administration is corrupt, US soldiers freely commit crimes with total impunity and thousands of people die every year from overworking, I say it doesn't really function

the same reason why hospital shows always have the most insane diseases and situations, for plot. you just need a little suspension of disbelief so that the shows and manhwa are able to keep it interesting.
