Looks like those people in this panel are cosplaying as Galaxy Angel characters. More specifically, Mint Blancmanche and Milfeulle Sakuraba. (Page 3)
Page 4 has another girl cosplaying but I can't tell who even though it looks very familiar.. The guy even says the character name is Marin on page 5.
And hey, on page 15, top right panel, I recognize the guy with the scar on his face as Black Jack from Black Jack. And the very bottom panel of that same page has Naruto from Naruto and Luffy from One Piece.
