Casual always underestimated water as a weapon. But in fact, water is the strongest material for a projectile that we know. The damn thing is incompressible, so no matter how much force you applied to water, it will transfer all of that force to the target. Which is in contrast to the metal bullet that we use that has a threshold of force where it get compressed or disintegrated and loose most or all of the force it meant to deliver. Anyone watching a high pressure cutter would understand when they see stream of pressurized water cutting steel like butter. Main problem is that it is liquid, so launching it is tricky, and keeping it in one shape is a bitch. Magic bypass that problem, and any magician with this understanding would be a beast, slicing an dicing everything.
