Based on the interaction in this chapter, the manga completely overwritten their relationship in the Ln/anime.
She is against him delving in the dungeon, because her dad, a famous explorer, went MIA in the deepest levels. So, he is keeping his adventures a secret and is constatly lying to her. No wonder the manga changed this, because imho their interactions in ln/anime are quite terrible.
Someone please enlighten me. Why the f does the author feel the need to introduce this irrelevant female character, this late in the story? She'd contributed nothing up until now and is essentially a powerless citizen far removed from this storyline, with her only relevance being a MC's classmate.

A number of Tier-1 providers are starting to ban things like Loli & Shota content. This is why the *boorus have had some issues recently. This seems to be about avoiding any sort of inquisitive types, and from my understanding - baring some enthusiastic pronouncements from a few admins/mods - the ban is just targeting explicit on-panel hentai.
tl;dr: Its not politics except those being forced on it. People are using AI to generate not-CSAM. This has lead to a number of laws that increased the scope of prohibited sexual images to include images depicting children being sexualized even if the children in the image are not real children; this increase of scope depending on interpretation could apply to drawings, even if the intent of the laws was stop photorealistic AI generated images.
Since 2020, at least--and back then, it was rather heavy-handedly and conspicuous, at that.
I haven't been all over the forums, so I can't say how it's members are now behaving, but you will at least get staff attention if you say the Wrong Thing™ and enough people get pissy over it. I had one try to get funny with me over a criticism of mine other people had previously expressed in the same thread about some hamhandedly feminist-themed manga.
It's a funny thing when any pretty girl, no matter how physically developed she is, is called a "loli". It's as self-contradictory as the term "oppai loli", in which large breasts as the most easily visible symbols of feminine physical maturity are juxtaposed with "lolicon" as a fetish explicitly based on the lust for female bodies lacking that maturity.
It's what happens when everything can mean anything, and this is only natural in a world full of people who don't like to read and do love to emote powerfully instead of thinking even a little.

Death sentence. It's the only way. (If the author has Kaito reject Sylphy for this plain girl--with that adjective being the only reason her childhood friend type would be allowed to win--the story will be as empty as every other that came before it doing largely the same things. Only Sylphy and Teri Terio's handiwork actually carry this story--it's surely not Kaito.)
That said, I see the similarities between Sylphy's and Katsuragi's (I'm not using her first name; she's less necessary than Lucelia--and at least Lucelia has a purpose other than paraphilia and can be amusing) faces, the differences between the two are stark--and this because of JP story conventions: where there is a Sylphy, there will be a Katsuragi--or worse, a loli--to ensure she loses in romance; this is also if that Sylphy is even allowed to be the female lead in the first place, which goes right back to the question of Katsuragi's (i.e., this story's character's) purpose in this story.
By the way, this chapter makes me think back to the fight between Sylphy and Lucelia. There were a few people griping about how "drawn out" that fight was--despite how entertainingly well-illustrated it was. There're those few chapters of nonstop action...and now there's this one chapter 37 that is far and away the most boring chapter of all shown so far--I daresay it's the only boring chapter shown so far (the only kind of chapter that could match it in this regard is another similarly focusing on Katsuragi).
