the question is are they just scapegoating people to create "achievments" or does the silver corps need humans for something?

The case for 'witch hunting' = targeting random women is building.
It seems more likely that those women are sold off, to be honest, and has nothing to do with the specific unit. At least, I hope so- otherwise it will be rather boring.
