Tho I guess that’s on him for not making a “hashira” of him saying “i noticed some of my background charas had too similar hairstyles/designs so my team and I worked to give ppl variety” if not posting the concept sketches on twitter

Nozaki doesn't use social media and Hashira are only in the volume releases. They aren't there when the chapter is first published. My guess is that Ken either suggested she be promoted to a rival based on reader response or also thought that was what "Yumeno-Sensei" intended from the start and Nozaki being a massive Ken simp went along with it.
