It's the context of it that makes him worried.
It means that a new generation of adults(21 years old) came into that world not knowing anything of war.

Sure if it was like the devastated countries after ww1 or ww2 they would still feel the aftermath. But from what I could gather, the last war in this manga was pretty tame and didn't leave much destruction for this country.
