Not too sure what happened in this chapter; Page retroactively changed the legal terms and conditions of all magic books in existence, so that he can summon Big Evil Elijah Woods?
What did he change? the ability to also sacrifice your body? cant you already do that illegally though? he just made it legal?

The ability to sacrifice your body, yes, not just tempering (Ren). Page made it legal to give your raw flesh and blood to an Envoy.

It was already legal to give Envoys your tempering, and it was legal to give them half your soul. This just shortens your life span, but should not affect your body. (But Busujima is weaker than she lets on)

However, Forbidden Practitioners (Ark) give their ENTIRE soul to an Envoy, which is forbidden because that slowly turns you into a ghost. Key term SLOWLY. Unless you stretch yourself past your limit during a fight, like Panza. She became a dangerous ghast, and was practically another dead ghost to deal with by the time of her death. Making yourself an evil unstable ghost for the sake of complete un-moral power from an Envoy is probably why it’s so illegal to the MLA, kind of goes against everything they say they stand for.

But giving your flesh and blood is NOT a gradual process. If you give too much, you’re dead. If you’re too weak to handle it, and an Envoy sucks you dry, you’re dead. Your survival of this will mostly depend on how strong, smart, or how much of a bond you have with the Envoy/how much the Envoy pities you.

Since Magic Practitioners are so scarce in the world as it is, I take it it was illegal to use such raw and dangerous practices like a Flesh and Blood contact for Executors. Especially if you have a really powerful Executor, you wouldn’t want them dying on you in a really detrimental battle, right? The more dangerous tools you give them to win, the more likely they’ll uh you know…die.

But yeah, to answer your question in a shorter way, I’m guessing you could already do it illegally and Page just made it legal.

At the end of the day, he did something pretty damn selfish lol this is like dictator level ruling like an equivalent to real life would be like to remove all speeding laws just so he can get to a location faster, legally xD
