The story is rather scattered. It feels like I read the thing and didn't get anywhere, didn't learn anything, and things happened but nothing mattered. Maybe the problem is revealed in the afterword - that Katsura really drew this as a oneshot and the series ended quickly, so it just wrapped up with a simple conflict rather than developing any bigger messages or deeper intrigues.
A real shame, because the setup is interesting. It'd be great if it ever somehow continued or got adapted into a light novel series.
