i imagine there's pet safe toothpaste to swallow or just water and the brush it self but wonder if any dogs/cats would evolve to learn to rinse/spit, even if a dog does drool/can cough out something i imagine they prolly wouldn't rly instinctively know that the owner is brushing the teeth to clean versus grooming/bathing lol

Yes, they use special toothpaste that is safe and apparently pretty tasty for them.

Since we started making cat food, of not since we domesticated them.

There are some special foods that help keep their teeth clean, but brushing a few times a week is still recommended.
