bruh you can't be the the strongest player without being max level. If there is no max level then no matter how hard it is to level they won't be the strongest either cause either there is someone with more money or someone with more time. There's more to strenght than level. You can have a super optimized build. in CoH you can build a tank to get 90% fire resistance by level 30 which means you can defeat even bosses that only use fire attacks 4 levels higher than you
