The main character captivates the audiences, so the art laser focus on her beauty and charisma of FS4 fit better.
Ngl, Hotaru art worked better if the art was for the continuation of some game franchise. But each FS is like Tales of, with most games are standalone. Not like Legend of Heroes which continues the plot for the whole franchise.

Shit, this melodramatic cliche arc feels like pure filler, and also so unnecessary. So much forced developments for that melodrama to happen too.
This manga's slowly going downhill, and honestly, I can see why they didn't approve future seasons of the Anime. I would even go as far as to say that the Anime's changes elevated the original work and made it better. From the character design changes, to the increased fanservice, to the story pacing, etc.
Season 1 of the Anime was peak New Game! and I don't think anything ever matched it. The intro animation and theme son alone (Sakura Skip) was one of the best Anime OP's and songs of all time. Lightning in a bottle and Season 2 was not the same.
