This one was kinda peak ngl and understandable.
I think what its trying to say is that you don't need something like a weapon or power to be confident in yourself.
YOU can be the weapon.
With great power comes great responsibility.
If you see somebody innocent about to get injured by some bad guy then DO SOMETHING!
Test your weapons before you use them in combat.
I just knew something was gonna happen the second I saw those wanted posters. Just as I guessed this place is like Beika town in Detective Conan.
