This is why we don't (usually?) let utilitarians run our governments. You can justify any number of bad actions just because the end is the "greater good". "The end justifies the means" is actually a quote from Machiavelli, someone who was most likely a "teacher of evil" and conscious of it; he corrupted princes by having them avoid moral values, and to be cruel instead.
