the reason ArtLapsa stuff was getting deleted is because they kept breaking the rules and they were gating the chapters behind paywalls on there own site which is against MangaDexs TOS

Not really. Other scanlators also got their works deleted, and they don't gate their chapters behind paywalls either (they don't have their own site). Have you not notice that there have been less works being uploaded here recently compared to before?

if you were in the discord you'd know that's because they recently got hit with a massive wave of Dmca strikes and have changed their TOS accordingly that's why people have been posting stuff less and yes artlapsa stuff was getting deleted for the paywall and watermarking they were doing

Yes really. Art Lapsa's uploads were deleted when the profiteering rules were revised, and since they had been in trouble for rule breaking before the banhammer came down pretty swiftly (this is well documented on the support channel on Discord). As expressly noted by MD staff, it's mere coincidence that the rules revisions and subsequent bans preceded the DMCA takedowns by only a couple days.

With that said, hating on Art Lapsa doesn't negate the fact that if Necro did in fact steal their work, it should be reported (with appropriate proof, of course). The mods take a very dim view of groups that do that.

Do those scanlations even got dmca takedowns order? I can understand if they have official versions, but some of them don't.

I did reported that this group stole it from Artlapsa's site. Hopefully the mods took care of it.
