Yeah, I'm not sure what the author was trying to convey. Chapter 31 made it look like Kondou realized Kotera just wasn't interested in romance, and maybe he could move on now. But then the haircut and the epilogue suggest the opposite: maybe she was disappointed because she hoped Kondou would confess, and eventually they did figure each other out and get together. Feels almost passive-aggressive on the author's part -- like "Here's the ending I planned, and if the series hadn't gotten axed you'd understand it."
