He only entered the changing area where there shouldn't have been anyone. There's another door that separates that area from the actual bathroom, which you can see in the panel.
People normally enter that area without knocking when they know the other person is in the bath (which was the case here). After all, even if you knock there while someone is in the bath, they likely won't hear you because you're separated by 2 doors and a room.
What went wrong this time is that Kani was out of the bathroom naked, not that Naoki entered that place without knocking. By all metrics there shouldn't have been someone out of the bath, Naoki just got really unlucky (or maybe lucky?).

How do you reach those metrics? If someone was in the bath, they would invitably leave through the changing room. To go by cliches, it would be quite reasonable to assume the reason for the scream could be to related to moving between the rooms, like suddenly encountering a certain black insect. The polite way works so that you first try to make contact through the first door. If that fails, you open the first door and then repeat the attempt through the second door. The key issue is, after all, that even in the changing room a person will still be naked for a while, dressing/undressing. Catching someone in that state is the very thing that has to be avoided.
