It has been kinda explained/implied already, but Nobunaga was such a strong soul/personality that he literally strong-armed himself into the control seat, while Oda-chan, the waaayyy meekier one, is unable to "fight against" him (for now).

Who would have thought the yankee leader from another school is the most normal, sensible one amongs the casts. He's so normal that Akechi literally consults with him whenever he's in trouble. I just love their bromance.
