TBH that view on the last panel makes it seem he's even shorter than what he is in the first panel. He should be seeing her belts just below his eye level but the last part makes it look like even the belts are above his eyes and he has to look up to see them.

I have a sneaking suspicion the author just wants to draw some Jirai-kei OneeShota without actually drawing a shota
