sometimes series that take a while to pick up a decent audience might sometimes get an "ending" if the author and/or editor feel it's not going to make it. But since that can always change series might get popular suddenly or editors may feel it deserves a 2nd chance then it can keep going, so a chapter might feel like an ending without being one.
