Take it from someone with real blacksmithing and foundry experience. After tens of thousands of quenches you will have no steel left. The surface reaction of iron and oxygen known as scale does take some level of material away each time it forms (ie each heat). Not to mention you'd slowly lose carbon in this heat method so even if there was some microfilm of steel left it'd be as soft as annealed lead. At that point dude would better off just buying a heat resistance perk and flexing real hard. Issue 3 is that quenching requires it to be heated orange glow hot (at least) and then submerged in either oil or water (depending on type of steel), yet I don't see a quench bucket anywhere. So heated then slow cooling over and over is actually annealing not quenching. Dude's "steel" body would be butter soft and paper thin by the end of this. He'd be shiniest wet paper bag ever!
