Dude's. Please find a way to merc the furballs. Obviously we have yet another one manipulating things as they like. Honestly they should just post snipers on every other building that way when one spawns they can just pelt it with .50 slap rounds till it pisses off or gets so angry it breaks the rules and gets fired anyway. Which at one point one of them claimed to be immortal and invincible but a few chapters after we watch Paul get beat down and there's a universal law most anyone knows. Namely "if it bleeds, we can kill it."

Unless the "strongest" was fixed when the scenario was created the easy solution is to have Kim beat him and use one of his (assumedly 7 at this point) lives to fulfill the condition.

Loopholes have been pretty consistently present and the lives thing was a Chekov's gun that's been introduced (and used) a few times already (which might actually make this the perfect place to subvert that now that I think about it).

So... roughly 1% of Seoul is still alive (and was described as a bit high even), giving the impression that the average for Earth is probably somewhere in .5-.1% range. The low end there is about where I was guessing with this story, about .1% ... though that was a couple of scenarios ago. Oof, sorry humanity (from ~8b, to only ~8m still alive).
