The guild head guy or whatever he is such a stupid character.
"You're nothing special, so piss off with your shop idea."
"I've heard you're a good blacksmith so you're probably responsible for what's going on."
"You think you could make a cursed sword? I don't believe it."
"Why should I believe anything you claim to be able to do? That's a load of garbage."
It's just being a stupid contrarian for the sake of being an obstacle. I don't blame the character, I blame the writer for not being able to come up with a better antagonizing force than just "I'll say the opposite of whatever you do/want because I'm a prick"
