Since she's supposedly this "Queen/King/Emperor" of the dragon give, her half-draconian genetics
could explain the personality. Her "human" fight-flight-freeze response could be overwritten/overwhelmed by her "draconian" system. Since she is only half-draconian, that could be explained as to the cause of her lack of full draconian beasty mode.
Other stories have done stuff like this (as is common with D&D/d20 games) where characters with less concentrated genetics have less concentrated effects such as fewer pronounced features or who simply don't go full crazy, unlike say her Dad would or the guards. Her "dominating" voice/persona could be a preprogrammed genetic/epigenetic feature of the Imperial family, much like special magic or other powers do in other stories. Her "Dragon Emperor" persona would therefore be explained as an adaptation of the hive ruler.
In geek speak, one could think of it like the Queen of a bee or ant hive has unique biological characteristics that enable them to manage the hive (in primitive models of hive sociodynamics), or how the Borg Queen is utterly different from other Borg drones in Star Trek. By having this ruler's voice & power to command/possibly put other dragon-kin under her thrawl despite her small size (assuming that isn't also a means of creating genetic protections, much like how the face of a baby/cuteness/moe create a base reaction in humans to protect, unless some atypical reaction breaks that national process, such as atypical genetic variance, typically combined with trauma, or trauma on its own, hijacking the process—the latter would be due to the extremely strong protective tendency triggering an extreme physiological response due to fear, a sense of hopelessness, abandonment, rage, etc., possibly causing the person to act out violently—though, it typically takes some unique combination therein for the reaction to not create a response).
In this way, at least for me, the MC's personality change comes across consistently, albeit not without a bit of digging or imagining. If it never gets explained, then it could be construed as faulty world building/characterization, but if it is, then I'd see it as plausible. 😂😅
