If you think about it, in a game events would happen when the script needs them to happen for the sake of the story and the gameplay, but if you make the game world real, then things naturally would become far more fluid. For example there might not be any reason whatsoever for Justus to postpone projects he could launch immediately. In fact, the sooner the better might instead be the case. Only the story of the game would have originally made him spread the timeline, so that the player would be ready for all the incidents. If it's not a game anymore but reality, Justus would hardly wait for a hero to gain power and become prepared.

So Justus wanted the Chivalric Order to fight the Stellar Tribe so he could kidnap them without raising any suspicion

So he ordered the general or whatever to instigate the conflict, but to do this, he collaborated with the Empire because he couldn't get anyone in the Chivalric Order to help him create the conflict

Am I getting this right?

We don't really get an explanation on why the empire is in conflict with the country, but I think it makes sense for the plot
