Its the Clark Kent Effects in works, which is i think i’ve read somewhere that its actually a real thing. People can disguise themselves simply by changing their make-up, behaviour and any minor changes. Which i think is the case in the manga, with her being school idol and him being nobody, he dont know exactly how she is & she probably alter her personality between the school idol Saitou Rena & the Part-timer Hiragi Rena.

Also she probably intentionally using different Surname in school & works since they seem to work in adult environment & usually high school forbid their students to work part-time, let alone in such environment. That’s why he doesnt realize who she is
