if there's a reason why the author had to make it like that, it would be because kazuma wouldn't have done anything if he wasn't already provoked by ooshima and irrational with a fever in that situation. it's to show he wouldn't have confessed his feelings at all unless it reached an extreme like that, I guess. him apologizing doesn't make everything better but it being glossed over easily can also be due to how much of a saint yuuya's character is, as it becomes apparent later on lol
