I think it's a friend crush. It's not unheard of to get a little jealous when someone you admire keeps pining after someone else, even if it's not romantic admiration.
I admit it's kind of a stretch considering how Sara's acting so far. Author could be just going for the 'genki girl' trope, but I could be coping.
After all, from another point of view the excuses Sara was giving for chasing after Tsubosaki a couple chapters ago could sound like (a bad attempt at) flirting.
