Pretty much. She's just as guilty as Oota for no progress between them. She's pretty wishy washy about their relationship and her status as "The Prince" and idol of the school. We had a whole arc about how demanding and draining is to Sawa she just put up with everything because she wants it. I guess we'll only see anything between them when she loses it all of this idol worship by graduating.
Well, maybe with this chapter we will start seeing her more greedy about what she wants with Oota.

I actually just can't see this working out well anymore. Since the entire budget has been spent on the side (...) couple the main characters have only had development that leaves them farther apart than when they started. If the author tried to force a confession soon it would feel hasty and defeat the whole "slow burn" that's been happening up until now. I don't want another 100 chapters of this though so I guess it's kinda a lose-lose situation...
