"IT Engineer" is one of the vaguest job titles ever. It could be anything from a geeksquad cashier to federal communications security expert to wordpress webpage user...

I mean "engineer" to me at least means designing/building stuff, so he could be writing code, or designing networks, or implementing security stuff.

I'm a software engineer and surprisingly many of my colleagues are very fit.

The terminology varies somewhat between countries, but the feel I get from the term is that he works mainly with IT infrastructure rather than code.
