Yeah i dont think hes dead or at least not dead as we understand it. I dont think hes one of the gods either. I personally think he used to be one of the ranking of kings examiners who couldnt stand the injustices some of the kings he was supposed to rank committed and he lost his temper and committed some horrible act. I think the examiners for the ranking are either undead of sorts or a special golem which is why the "insta-death" spell cast by one of the gods didnt work on one of them. Which is also why Bojji couldnt take him down as his attacks dont work against those with that sort of inhumanity or regeneration (like Oukens immortality).

Personally, I felt like that how he was able to live was also because of the soil he ate, there's a chance that the soil that Ruru (aka the captain) ate has some regenerating effects or immunity to poison or smth. idk but I also felt that dragon457 theory could also be correct too.
