I've considered all the factors and variables and decided to believe that one rogue individual bug is, in fact, poisoning the well, but the girl and all the other bugs are good.

Other theory is that the knight captain's intuition is infallible (in calling the doctor a liar) and the "doctor" is poisoning people with the candy, and what the bug put in the well is actually an antidote reducing the effects of the poison.

Third theory is that the doctor is dressed up as a bug and poisoning the well to try to frame the bugs.

I could understand if a bug is poisoning the well to try to ward people away from the so-called "poison forest" so that the bugs can live in peace there. If the doctor is evil, his motives are harder to guess beyond just being a psycho. Or maybe he's a bug sympathizer who thinks he's acting on behalf of the bugs.
